Previously served as General Legal Counsel for Iowa Department of General Services (now known as the Iowa Department of Administrative Services), General Legal Counsel for Iowa's Fiber Optic Network (also known as the Iowa Communications Network, or ICN), legal advisor to the Iowa Information Technology Services Division, legal advisor to the Privitization Committee of the Governor's Commission on Government Spending Reform, and Administrative Law Judge and Legal Advisor to the Iowa Beer & Liquor Control Department (now known as the alcoholic beverages commission). Primary drafter of the Iowa Uniform Electronic Transactions Act (UETA), now codified as Iowa Code chapter 554D. Recipient of the Governor's State Top Achievement Recognition (S.T.A.R.) in 1993 for contribution to the Governor's Commission on Government Spending Reform. Recipient of the 2010 Max Shelton Friend of Iowa Physical Therapy Award, presented annually by the Iowa Physical Therapy Association to a non-physical therapist who has exhibited exceptional support for the Iowa physical therapy profession.
