On December 17, 2018, the USDA, at the direction of President Trump and Secretary Perdue, announced the release of the second round of trade mitigation payments aimed to assist producers impacted by the trade dispute.  The Payment Rates for the second round of payments are unchanged from the initial Payment Rates. 

Producers only need to sign up for the MFP once to be eligible for both the first and second payments.  Therefore, if a producer has already applied, completed harvest, and certified their 2018 production, a second payment will be issued for the remaining 50% of the producer’s total production.

The application deadline is January 15, 2019.  Producers must complete an application by January 15, 2019, but have until May 1, 2019 to certify their 2018 production.  Although, the deadline is January 15, producers should complete the application as soon as possible in the unlikely event that a government shutdown affects the local FSA offices where the applications are available.  The USDA’s Farmers.gov website has information regarding the MFP program and the Application.
